Codex Entry XVII — Civilian Protocols § 7
No death for vengeance.
XVII. The Mercy Rule

Prisoners deemed irretrievable or too dangerous for detainment may be granted mercy through swift execution.

The act must be witnessed by two members of the Order and recorded by one.

No Unforgivable Curses permitted. No spectacle. No delay once the verdict is final.

Each name must be written in the ledger.

Each death must mean something.

I still believe sparing them when possible is worth the risk.
Some of them were just scared kids.
— N.L.
Bloody hell! Just say kill the bastards and be done with it. — S.F.
(PS: Sorry. Not sorry.)
Define "mean." You keep writing rules to feel human.
The act itself is already mercy.
— D.
No second chances.
We've seen what happens when you hesitate.

You want ghosts? Because that's how we get ghosts.
— G.W.
"Mercy is a candle in a cave."

Maybe it's not about them.
Maybe it's about the light.✦
— L.L.
(For the record, Malfoy definitely rehearses these comments.) — G.

Hermione performs the first execution under this clause. Neville performs the last. Draco volunteers once — then refuses every subsequent tribunal. The reason is classified under Addendum 5A — Exceptional Intelligence Clause.
